He was named the Western Canada representative to the East-West Shrine Game at the Citrus Bowl in Orlando, Fla., becoming the 10th Dino to earn that honour since 1985. He had a season-high 145 receiving yards and three touchdowns in Calgary’s Canada West semifinal win over Regina to earn CIS offensive player of the week honours. In 2009, he led Canada West and finished third in the nation in receiving yards with 816. He added 228 rushing yards and scored a total of 10 touchdowns on the year, five receiving and five rushing. Parker also set a school record by returning the opening kickoff of the Canada West semi-final against Alberta 108 yards for a major. He followed that up with a second kickoff return touchdown in the fourth quarter of the same game. He was named a Canada West all-star and a second team All-Canadian in 2009. In 2008, Parker led the Dinos with 35 catches for 500 yards.
